Portland, Oregon – December 18, 2025 – Pacific Northwest Generating Cooperative (PNGC Power), the region’s sole operating generation and transmission cooperative, is continuing to expand its leadership team as it accelerates major resource development, transmission planning, and long-term power supply strategies on behalf of its member cooperatives.
“As PNGC continues transitioning beyond a traditional ‘paper G&T’ into a full-service provider and resource developer, our internal expertise is expanding in step,” said Jessica Matlock, President and CEO of PNGC Power. “We are building the generation, infrastructure, and market capabilities our members will rely on for decades, and strengthening our leadership is central to that mission.”
PNGC Power welcomes Jack Carpenter as its new Treasurer and Chase Morgan as Director of Resource Development.
Carpenter joins PNGC Power from Idaho Power Corporation, where he served as Finance Leader – Derivative Risk, Credit Risk, and Treasury. He brings more than a decade of senior treasury and corporate finance experience, specifically within the energy sector. His background includes leading comprehensive treasury operations, managing liquidity and capital financing, overseeing investment strategy, and directing risk mitigation programs. Carpenter has negotiated complex credit structures, implemented enterprise cash management systems, and led financial teams supporting trading and hedging activities. He holds both an MBA in Finance and a Bachelor of Science in Business Administration from Northwest Nazarene University.
Morgan is a seasoned utility operations and energy management professional with extensive experience across power generation, transmission, and distribution, joining PNGC Power most recently from Idaho Falls Power. He has led major operational initiatives, power supply optimization efforts, grid operations, and regulatory compliance programs for public power entities. Morgan is a Licensed Master Electrician and Electrical Contractor in Idaho and holds multiple certifications, and earned multiple advanced degrees, including a forthcoming Master of Construction Management, from North Dakota State University.

PNGC Power is the largest power customer of Bonneville Power Administration (BPA), serving over 438,000 meters across seven western states.
