Portland, Oregon – February 3, 2025 – Pacific Northwest Generating Cooperative (PNGC Power), the region’s sole operational generation and transmission cooperative, is pleased to announce Richard Stover as its new Chief Legal Officer.

His expertise will be invaluable in addressing the challenges of an unpredictable energy future, and he will play a crucial role in ensuring the reliability our members depend on."
Stover brings extensive knowledge of energy and resources. Prior to joining PNGC Power, Stover was the Administrator of the Idaho Governor’s Office of Energy and Mineral Resources (OEMR), which develops state energy and mining policies, coordinates energy and mining projects, and administers related financial assistance programs. Before joining OEMR, Stover was a partner at Eberle, Berlin, Kading, Turnbow & McKlveen, Chtd., focusing on agricultural property lending, real estate, and business law. He also held roles at Boise State University, the City of Boise, and as a policy staff member for Idaho Governors Phil Batt and Dirk Kempthorne. Stover’s career spans legal and policy work in energy, mining, real property, commercial transactions, regulatory compliance, and more. He holds a Juris Doctor from the University of Idaho and a Bachelor of Arts from the College of Idaho.

PNGC Power is the largest power customer of the Bonneville Power Administration (BPA), serving over 431,000 meters across seven western states and is experiencing rapid growth. In this pivotal role, Stover will lead PNGC Power’s legal operations.
Stover officially begins March 1, 2025.
