June 23, 2026 – PNGC Power welcomes the appointment of Travis Kavulla as Administrator of the Bonneville Power Administration at a critical time for the Northwest power system.
PNGC Power is BPA’s largest customer and serves the broadest footprint in the region, supplying power to 25 member-owned electric distribution cooperatives across seven Western states. As the Northwest faces rising demand, tightening power supplies, and transmission constraints, PNGC is helping lead the region toward practical solutions by developing affordable, reliable resources for its members and the broader grid.
“PNGC Power is pleased to welcome Travis Kavulla to BPA,” said Jessica Matlock, President and CEO of PNGC Power. “He brings the regulatory, market, and transmission experience the Northwest needs right now. We need practical solutions and actions that keep power reliable and affordable for consumers.”
PNGC is advancing new generation to strengthen regional reliability, including what is expected to be the most efficient combined-cycle natural gas plant in the Northwest. The project is designed to support peak demand, complement renewable energy, reduce exposure to volatile wholesale markets, and help ensure communities have dependable power when they need it most.
But new generation only helps consumers if it can be delivered. PNGC is focused on working with BPA to resolve transmission barriers that affect the ability to move reliable power to member communities.
“PNGC is doing its part by developing resources that help solve the region’s reliability challenge,” Matlock said. “Now we need BPA to be a partner in delivering those solutions, not a barrier. Transmission must become a path to affordability and reliability, not the reason good projects stall.”
Kavulla’s background includes leadership in utility regulation, transmission planning, and western energy markets, including service as President of the National Association of Regulatory Utility Commissioners and as a founding member of the Western Energy Imbalance Market governing body.
“The federal hydropower system remains the backbone of the Northwest,” Matlock said. “But the region is changing, and BPA’s role must evolve with it. We are ready to work with Travis and BPA to move faster, solve real constraints, and support the utilities investing in affordable, reliable power for Northwest communities.”
PNGC Power looks forward to working with Administrator Kavulla, BPA, and regional stakeholders to advance practical solutions for resource adequacy, transmission expansion, market coordination, and long-term affordability.
