PNGC Power (“PNGC”) is seeking to engage the services of one or more qualified contractors to provide grant management services to one or more of PNGC’s member cooperatives. A complete scope of services is incorporated into the Request for Proposals (“RFP”), which is included below. PNGC intends to use federal assistance provided through one or more grant programs to fund the resulting contract. As such, all work must be completed in compliance with Federal laws, regulations, executive orders, applicable agency requirements, and all other terms and conditions incorporated into the bid documentation and the resulting contract(s).
Proposals from qualified respondents are due by October 17, 2022. Further instructions for proposal submission are contained in the RFP.

As PNGC prepares for the expiration of the current BPA contract in September 2028, we recognize the rapidly changing nature of the electricity sector in the Northwest. Continued pressure on the hydroelectric system will impact NW public power going forward and we fully expect to need to increasingly augment the PNGC resource portfolio with non-preference power resources. This action is not intended to reflect an effort to relinquish our preference rights to federal power, but an acknowledgment of the changing circumstances we face.
PNGC Power appreciates all the conversations we have received on our Request for Proposals (RFP) for power resources to explore options to augment our current and future preference power allocation. We are currently evaluating those responses and will reach out with any questions we have. Our commitment is to identify a short list by August 1, 2022 for both the pre- and post-2028 RFP solicitations. We continue to look forward to building relationships with suppliers in the region.
