President and CEO
Jessica Matlock serves as President and CEO of PNGC Power, the generation-and-transmission cooperative powering 25 member utilities across seven states. Since joining PNGC’s leadership, she has overseen transformative growth—nearly doubling membership, assets, sales, meters, and line miles between 2023 and 2024—and positioned PNGC as the largest Bonneville Power Administration customer.
Under her leadership, PNGC Power secured a $78.9 million USDA New ERA grant to boost rural renewable generation, expanded its executive team to support strategic growth, and continues to advocate for reliable, cost-effective energy solutions across the Pacific Northwest.
Most recently, her leadership has facilitated the partnership between PNGC Power and Kindle Energy on a state-of-the-art natural gas plant in Rathdrum, Idaho. This project will bring reliability to PNGC Power participants and the region as a whole.
Matlock brings over 20 years of energy experience, including executive roles at La Plata Electric Association and Snohomish County PUD. She has also served as an energy policy advisor in the U.S. Senate and held key positions at the Bonneville Power Administration. A Coast Guard veteran, she serves on several national and regional public power boards and is a driving force behind Women in Power initiatives.
She holds a B.S. in Chemical Oceanography from the University of Washington and an MPA from Portland State University. Jessica lives in Boise, Idaho with her husband, three children, and their dog.
