Rich Stover, Chief Legal Officer, brings extensive knowledge of energy and resources. Prior to joining PNGC Power, Stover was the Administrator of the Idaho Governor’s Office of Energy and Mineral Resources (OEMR), which develops state energy and mining policies, and coordinates energy and mining projects. Before joining OEMR, Stover was a partner at Eberle, Berlin, Kading, Turnbow & McKlveen, Chtd., focusing on agricultural property lending, real estate, and business law. Stover’s career spans legal and policy work in energy, mining, real property, commercial transactions, regulatory compliance, and more.
